This analysis is made by and using Drone Emprit media monitoring and analytics system.
The Term 'New Normal'
The @WHO uses the term as in this news release. "Local epidemiology should guide focused action in ‘new normal’ COVID-19 world" It emphasizes countries should take evidence-informed actions and careful risk assessments before imposing 'new normal' policy.
VOLUME & TREND: NEW NORMAL
We take conversation data from Twitter (keyword: New Normal) between 16-29 May 2020, resulting in 701K mentions. Before 25th May, daily total is about 21K - 28K mention. After that, conversations increases rapidly up to 142K mentions by 27th May.
MAP: ‘NEW NORMAL’ MENTIONS BY COUNTRY
We take location data from Twitter user profiles, and plot their country of origin into this map. The biggest magnitude of the conversations apparently happened in the country named Indonesia, which phone number started by +62.
DISTRIBUTION OF ‘NEW NORMAL’ MENTIONS
From the profiles, we found the most active cities are Jakarta, Bandung, Yogyakarta, Surabaya, and London. Provices: DKI Jakarta, Jawa Barat, Jawa Timur, DIY, and England. Countries: Indonesia, USA, UK, India, Kenya, and Phillipines.
SNA 'NEW NORMAL'
Why Indonesia is the most active country talking 'new normal'? This Social Network Analysis map shows that most connected nodes are in the center & consist of 3 big clusters. All of them are from Indonesia. The rest of users are scattered and less connected.
THE BIG CLUSTERS
Who are the 3 clusters in the middle of the map? 1) The biggest one is from Pro Opposition 2) The most interconnected one is from Pro Government 3) Between the two clusters is mostly Online Media as 'information arbitrage'.

Pro Opposition cluster: @haikal_hassan, @fadlizon, @DonAdam68, @msaid_didu, and @podoradong. Media & Information Arbitrage: @detikcom, @kompascom, @VIVAcoid, @republikaonline, and @tempodotco.
SNA 'NEW NORMAL': PRO GOVT CLUSTER
This cluster is very dense, indicating high retweets among it's users or influencers. Some top influencers are @__RismaWidiono_, @Zul__88, @ChusnuIChotimah, @jr_kw19, and @BamsBulaksumur.
WHY INDONESIA IS SO ACTIVE?
I made a new SNA connecting users and hashtags, to see if there are any coordinated campaigns mentioning 'new normal'.
The SNA map is very interesting. There are two clusters very actively using hashtags:
- Polri Network
- Pro Government
SNA HASHTAGS: POLRI NETWORK
This cluster mostly consists of polres, polda, and polri public relation accounts, e.g. @BIDHumas_SB, @HumasPadang, @polisisumut, @LautHumas.
For the 'new normal', they use the same hashtags such as: #TataKehidupanBaru and #DisiplinPolaHidupBaru.
SNA HASHTAGS: PRO GOVERNMENT
This cluster promotes government programs, and most active accounts are: @ChusnuIChotimah, etc. There are many 'new normal' related hashtags, e.g. #BersiapMenujuNewNormal, #NewNormalCegahPHK, #NewNormalPulihkanEkonomi, #DisiplinKunciNewNormal, etc.
SNA HASHTAGS: PRO OPPOSITION
The Pro Opposition cluster accounts are @haikal_hassan, @msaid_didu, @OposisiCerdas, @geloraco, @podoradong, etc. They don't use hashtag a lot, only one: #IndonesiaAbnormal. The red links indicate they consistently criticize the government.

Related to 'new normal', the following hashtags are the most actively promoted: #TataKehidupanBaru, #DisiplinPolaHidupBaru, #IndonesiaAbnormal, #BersiapMenujuNewNormal, #disiplinkuncinewnormal, etc.

From the SNA and hashtags above we can conclude the reasons Indonesian very active on 'new normal':
- strong coordinated campaigns on New Normal by government (indicated by many New Normal related hashtags)
- strong negative responses from the oppositions against New Normal.

The SNA map shows that the online media accounts are closer to the Pro Opposition cluster rather than the Pro Government cluster. This indicates that the PO cluster uses online news reports to backup it's arguments. While the PG cluster has it's own narratives (and hashtags).

Government Campaign on 'New Normal'
The 'Polri Network' cluster uses #TataKehidupanBaru hashtags to promote the new normal protocols. A lot of memes or infographics are made and shared by a lot of small accounts. These 'new normal' campaigns are not found in other countries.
Opposition Criticize the Government
On the other hand, the Pro Opposition cluster uses #IndonesiaAbnormal hashtag to criticise the government. Most of the posts received more engagements.
BOT ANALYSIS 'NEW NORMAL'
There are total of 430K active users. We have analyzed 131K of them (30%) for the characteristics of bots. The total bot score is 1.74, which indicates the conversation is mostly done by human.
SUMMARY
- Although the curve is not at it's peak yet, Indonesian government has campaigned for the 'new normal' plan
- Indonesia becomes the most active country talking abt 'new normal'
- This caused a lot of debate and criticisms especially from the pro opposition cluster.
CLOSING
Looking at the 'new normal' campaign by the government, it seems that whether we are ready or not, and like it or not, the New Normal policy will be prepared and implemented. So, fasten your masks, and be ready.
